\text{Annual Tax Savings} = \text{Gross Return} \times (\text{Marginal Rate} - \text{PIR})Under Inland Revenue (IRD) legislation, an individual investor's Prescribed Investor Rate (PIR) is determined using the two-year look-back rule: you qualify for the lowest rate calculated across either of the previous two tax years. Because PIE tax is legally capped at 28%, investors in the 30%, 33%, or 39% marginal brackets save significant tax annually that compounds tax-free over time.

A Portfolio Investment Entity (PIE) is a collective investment vehicle in New Zealand (including KiwiSaver funds, managed funds, ETFs, and PIE term deposits) where investment earnings are taxed directly at the investor's Prescribed Investor Rate (PIR) rather than the standard marginal income tax rate.
To work out your PIR for the current tax year, you evaluate your taxable income and PIE income in each of the two previous tax years. If either year qualifies you for a lower rate (10.5% or 17.5%), you are legally entitled to use that lower PIR for the current tax year.
The New Zealand Government capped the maximum PIR at 28% to incentivize long-term savings, KiwiSaver, and capital markets. While standard personal income tax rates reach 30%, 33%, and 39%, PIE investment earnings are capped at 28%, providing substantial arbitrage savings.
If you notify a PIR that is too high, Inland Revenue automatically credits the overpaid tax as part of year-end square-up. If you notify a PIR that is too low, the underpaid tax is included as a liability in your end-of-year income tax assessment.
