\text{Actual Borrowing Power} = \min(\text{Max Borrowing}_{DTI}, \text{Max Borrowing}_{LVR})The Reserve Bank of New Zealand (RBNZ) enforces macroprudential limits on mortgage lending: Debt-to-Income (DTI) caps total household debt to 6x gross income for owner-occupiers and 7x for investors. Loan-to-Value Ratio (LVR) requires a minimum 20% deposit for owner-occupiers (80% LVR) and 30% for investors (70% LVR). A borrower's true borrowing ceiling is governed by whichever constraint is most restrictive.

Introduced by the Reserve Bank of New Zealand (RBNZ) in mid-2024, DTI caps the total debt a household can take on relative to their gross annual income. For owner-occupiers, total debt cannot exceed 6 times gross income; for property investors, total debt cannot exceed 7 times gross income.
RBNZ allows commercial banks a 'speed limit' quota: banks can allocate up to 20% of their new residential lending to owner-occupiers exceeding standard DTI or LVR thresholds (e.g. low-deposit First Home Loans). For investors, the speed limit is much tighter (5%).
Under DTI, your existing debt (student loans, personal loans, car finance, and the total credit limit on credit cards) is subtracted directly from your gross borrowing ceiling dollar-for-dollar, reducing your maximum available home loan amount.
