\text{Effective Cost per km} = \frac{\text{Total Annual RUC}}{\text{Annual Kilometres}}From 1 April 2024, light electric vehicles (BEVs) and light diesels pay $76.00 per 1,000 km in Road User Charges (RUC), while Plug-in Hybrids (PHEVs) pay a reduced rate of $38.00 per 1,000 km. An administrative transaction fee ($12.44 online or $13.71 at agents like VTNZ) applies per transaction. Buying multiple 1,000 km units per transaction significantly reduces annual admin overhead.

Petrol vehicles contribute to road maintenance through Fuel Excise Duty included in the fuel pump price. Because EVs and diesels do not pay fuel excise at the pump, they pay Road User Charges (RUC) based on distance travelled. The temporary EV exemption expired on 1 April 2024.
PHEVs run on both petrol and electricity. Because they already pay fuel excise duty when purchasing petrol at the pump, Parliament set a reduced RUC rate of $38 per 1,000 km to prevent unfair double taxation.
The admin fee is charged per transaction ($12.44 online), not per 1,000 km unit. Buying 5 or 10 units (5,000–10,000 km) in a single transaction reduces annual admin fees from ~$186/yr down to ~$25/yr, saving over $150 annually.
