Residential Tenancies Board statutory caps
\text{Permitted Annual Increase} = \min(2.0\%, \ \text{HICP Inflation}\%) \\
\text{Cumulative Increase}\% = \text{Permitted Rate} \times \left(\frac{\text{Months Elapsed}}{12}\right) \\
\text{Max Allowable Rent} = \text{Current Rent} \times \left(1 + \frac{\text{Cumulative Increase}\%}{100}\right)Under the Residential Tenancies Board (RTB) rules in Ireland, properties located within a designated Rent Pressure Zone (RPZ) cannot have their rent increased by more than the lower of 2.0% per annum or the HICP inflation rate. Rent cannot be reviewed more often than once every 12 months, and landlords must issue at least 90 days' written notice to the tenant using the official RTB form.

A Rent Pressure Zone is a designated geographical area where rent increases are legally restricted. It covers all of Dublin, Cork, Galway, Limerick, Waterford, parts of Kildare, Meath, Wicklow, and numerous local electoral areas (LEAs) across Ireland representing over 80% of rental tenancies.
Landlords must serve tenants with at least 90 days' written notice before the new rent comes into effect, using the prescribed RTB Notice of Rent Review form. Notice of less than 90 days is strictly invalid, and tenants can challenge it via RTB dispute resolution.
Exemptions apply if: 1) The property was not let at any time during the previous 24 months prior to the tenancy commencement date; or 2) A substantial change in the nature of the accommodation occurred (e.g. permanent floor area extension or deep retrofit improving the BER by at least 7 ratings or to B2+). Routine painting and cosmetic repairs do NOT qualify.
Yes. Under RTB statutory provisions, the 2% annual cap accumulates pro-rata for the time elapsed since the last valid rent review date. If 24 months (2 full years) have elapsed without an increase, the maximum allowable increase is 4.0% (2% x 2 years).
